The technology is available to have real-time traffic information available for processing, instead of just reporting. Perhaps a gamification of the whole driving experience, involving points for driving in streets that do not contribute to congestion, avoiding driving in rush hour, etc. This can encourage commuters to carpool, take public transportation where available, and think of the whole instead of just their own convenience. This way everyone wins - the city has less traffic => less accidents, the citizens have less air pollution, and the commuters in particular spend less time on their daily trips to their workplaces. The biggest winner of course would be the environment, which has less CO2 to deal with.
