What strategies can your city use to implement smart grids?

I feel as though implementation of a smart grid holds possibilities for new jobs, especially for those who are unemployed or who had not had access to the education and training needed for finding jobs in today's economy. I know in many US cities that unemployment numbers are still quite high. What better way to retool and employ those who have been left behind by the economic recovery than though training them to help construct and maintain new urban smart grids. Provided that these new jobs would pay living wages and benefits, this could be not only a physical infrastructure project but also a social infrastructure one too.
