What makes a "smart city"?

I think a successful smart city plans around the existing preferences of its citizens, instead of planning out things like routes and favorite places for them. For example, the experimental cities we read about are being planned on speculation. I think smart cities are ones that observe the population as it is in an existing city and make changes to the environment that better serve the needs of the citizens shown in data.
