What makes a "smart city"?

A "smart city" is more than just implementing technology and claiming it to be "smart". A smart city implements this technology with purpose. Not only is the city "smart" as in intellectual and complex, but also "smart" as in skillfully and purposefully using this technology with goals. The main goal is to make it more convenient for its citizens and raise the standard of living for EVERYONE. The Guardian article by Tim Smedly shows good examples of this with slum mapping, DIY "smart shacks", and the Dehli-Mumbai Industrial Corridor. It's not the "what" of smart, it's the "how".
