I read once a few years ago that a country in the EU had a program set up where anyone that was first aid certified and over 18 years of age their phone number and address was entered into a database. If 911 got a call about an emergency such as a heart attack, people whose address in the database was in a 5mile radius would get a call telling them where and what the emergency was. They then could choose to respond or not based on their proximity and willingness. I think this is a fantastic idea. Obviously, some things would have to be tweaked in order to have the system running smoothly, but a cool concept none the less
