In my opinion, this question is actually two, instead of just one, as there are data that should be kept confidential (i.e. personal data of citizens), but that may be used for planning purposes as far as they are not published or publicly accessible. The same consideration may be made regarding defense or public security data (mainly when relating to installations or premises): despite they shouldn't be public, it is necessary that city planners do know them prior to proceed to classify areas.
