What data should be kept confidential and not used for planning purposes?

Not anything that can tie back to a specific individual -

Only aggregate information - things that will not be possible to tie down or link to a specific individual. ( address, health records, movement, shopping preferences - this must only be collated generally in statistics or geographic regions rather than individual properties)
Reasons
1. Planners need aggregate information to model and predict.
2. Planners need to consult and engage the public, the information they share should not be able to be used by others to get personal information about people.

Therefore Personal privacy should be protected and respected a a key parameter
