Easier Identification and Reporting of License Plates

The system currently in place for the identification and reporting of complaints against cars and other motor vehicles depends on license plates. If you observe a car speeding or violating traffic laws, you note their license plate number and report it to the police. This approach is flawed for many reasons. For example, even the mildly visually impaired may have trouble recording the license number of a vehicle, especially in jurisdictions that only require a rear license plate. What if there were a way for smartphones or other sensors to rapidly identify vehicles and submit complaints to local authorities? This could be accomplished by requiring vehicles to broadcast an ID of some sort, or advanced visual identification software in smartphones.
