App for Citizens to Aid Police in Tracking Criminal Behavior

Many people enjoy watching TV and movies about crime. How about designing a smart phone app where ordinary citizens could become real life detectives and crime investigators by helping police to catch criminals, stop crimes in progress, or solve them? When the app is active, police can broadcast requests for help such as reporting sightings of suspects, weapons, abducted children, and spotting/preserving evidence. Useful time stamped videos/pictures could be sent via the app as evidence. Such an app would have been really useful in the recent Boston marathon bombing.

I would love some insights from people in law enforcement on how mobile technology could be used to enable citizens to aid in law enforcement efforts, amidst all the budget cuts and financial shortfall faced by many cities.
