Traffic Flow in Columbus, OH

I just moved to Columbus and one of the early, visible planning issues I have encountered so far are the one-way streets that dominate the downtown street grid. I think you can make a fairly strong case that one-ways can be an impediment to developing a safe cycling/pedestrian environment, as traffic tends to flow faster on one-ways (per a given speed limit) and makes for a less pleasant street environment. It can also hinder economic development, as one-ways are great at facilitating moving a lot of autos onto the freeways but not great at getting people to stop at local shops and businesses. I don't have any solid ideas for how technology can work on this problem, but it would be great if anyone had ideas or resources regarding:
a) A potential system where citizens could rate what they like/don't like about a street, and what they would like to see changed. You could accumulate ideas via a hashtag for a street or intersection. It could be like a micro-micro SimCity app of sorts.
