Optimization of Dynamic Bridge Pricing in NYC

I'm interested in developing a proposal for optimal bridge pricing for the bridges that enter Manhattan. Currently, the East River bridges are free, which incentivizes people to drive into Manhattan.

If commuters and visitors took public transportation into Manhattan instead, it would decrease congestion on streets and hopefully decrease pedestrian and cyclist injuries. Additionally, the increased toll revenue could be used to fund other projects.

Technology would be installed at each entry point into Manhattan to track how many cars have entered and exited. As more private vehicles enter the City, prices would increase. This congestion pricing idea has been executed successfully in other cities and has been considered in New York. I'm interested in coming up with a proposal that would show the overall benefits of instituting such a policy.
