Smart cities help to make us smarter, what do you think?
Depends on what Smart Means

I think being smart means using the resources of your environment to get out of it what you want. So environment determines what is smart. What makes a hunter-gatherer smart may be different from what makes a urban dweller smart. So if a smart city helps you take advantage of your environment and live the way you want then maybe it does make you smarter.

In the past finding your way by tracking the stars demonstrated that you were smart. These days with GPS and smartphones we don't need to learn anything about navigating by stars, so we are smart to use this technology. If we were transported to the past, we wouldn't know how to use star navigation so we might be considered dumb back then.
