I used to live in Atlanta where smog was a major issue, primarily due to the the heat island affect in the downtown combined with the number of cars commuting in from other suburban communities. The Clean Air Campaign has been helping Atlanta improve this issue through a number of different avenues, but smog ratings and celan air monitoring are very good indicators for "the return to cities" which we continue to see in population shift. Those utilizing public transportation is also a good indication that smog in the city could be reduced, but it is really looking at the smog issue and air quality that will tell us if people are using cars less and seeking alternative forms of transportation, or moving closer so the reliability on vehicles is not as great.
