Mapping of open spaces in core cities

In my home city the open spaces are not mapped or documented properly. The primary reason for such is that the value of such lands is very high and there is a lot of secrecy in documenting them. Anyone has similar problems in your city? Even if the maps are available, most of the open spaces are owned by private owners whose primary purpose of holding the land is speculation. I call it a technology hurdle. Any suggestions on overcoming such?
