If/how can gamification influence participation?

I feel like one way that gamification could influence participation is through gathering important knowledge from citizens without the use of a traditional data collection format such as a poll or a survey. An example of this would be a city that makes available information detailing specific aspects of its operation and then examining the number of users which access the different portals to these types of information. Through this, the city can collect important data and get a general idea on what issues may be of the most importance and interest to residents through without ever asking them upfront.
