How would you use RFID's to improve your city?

I think implementing RFIDs into ID cards (State IDs, school IDs, etc) as an use for tracking when the card just so happens to come up lost or stolen could be a major way of improving our city. It could not only lead to an easy route in regards to catching criminals, but it can also possibly save that individual from having to spend the unnecessary cash trying to replace their lost or stolen card.

I know there is a version of this implemented in our banking system, with the person suffering the loss being able to look at recent purchases (where and when they were made), but I feel as if this is only a small step towards something bigger. The one issue, this could be extremely costly.
