To me the meaning of the word technology, in the context of a city, refers to all the products of human ingenuity that serve to gain the knowledge and control necessary to manipulate the urban environment.

These products can come in the form of data gathering, such as sensors, cameras, data servers and the like; direct controllers, such as actuators, servomechanisms, valves, internet routers, streetlights, etc; or even methodologies, procedures, protocols, and government and institutional policies that affect the way the city or parts of it are acted upon. The better the quality and integration of these products (i.e. technology), the better the city may be manipulated.
