the "open government" encourages people to participate on daily city policy, to collaborate on city life improvement. Currently, there is a divorce between citizens and politicians in many countries (and cities). Citizens feel that city's policy is a foreign issue and they haven't other way to participate than to vote on elections from time to time. The "open government" could be an enrichment option for cities' policy because it's a big source of ideas and opinions gotten directly from citizens
