In order to engage a population their opinions have to matter and their voices have to be heard. City governments must take small steps to gain public trust. Government corruption has created a apathy over the roll of government in the lives of citizens. Technology can decrease the separation often apparent in a republic such as the United States by allowing more people to communicate with their chosen leadership. Email, Text, Tweet, and other "instant" forms of communication make engaged if they believe that their actions produce a desirable result. Fostering a sense that their actions are of value and matter to the outcome of the progress in their community.
