Instead of instant upgreading any system or technology,look into in dept.What causes any perticular problem?What could be done to avoid that problem? I will give one example.
Suppose we are creating Metro rail in Mumbai.Following questions one should ask:
What the need of metro arises?
If the population is answer then ask 'Why population has increased?
If job oportunities,advanced facilities is the answer then this could be the grassroot level answer to the main problem.Then implement such programms,develop urban areas in a such a way that people will not migreat to city.
In this way uniform development can happen which will be beneficial in long run.
