Collect citizens' ideas when making changes in transport system

When thinking of launching new transportation systems such as BRTs and new subway lines that requires new facilities to be built or people to change their daily routes, just putting it on the newspaper or giving time for preparation isn't enough for the controversy. Government should ask citizens' ideas about it and make changes based on the combination of votes and professional advice.
