SF and LA have apps that take your geo-location whenever a user uploads a photo of a problem with a city service (potholes, graffiti, bus shelter issus, etc.). The user self-selects what kind of city service is required, and the photo is routed to the right city agency to be dealt with, along with meta-data on location, time & date, # of uploads by the user, etc. There is an aging report to show how long identified issues haven't been dealt with - like when another user tries to identify the same problem to the city. Anytime a problem passes 30 days, a notification is provided to the interested users, with email & phone connections to the responsible agency to demand fulfillment.
