Are there any data that should be kept confidential and not be used for planning analyses?

I think that any data that could allow someone to identify a private citizen address, telephone number, spending patterns, medical conditions, etc should not be used for planning analyses. This is not to say that this data could not be analyzed at all but to say that they should never be connected to the person at large unless that person has willing volunteered it.
